Job Description

This individual will execute Cognosante’s overarching growth strategy for the States market to include States Departments of health and Social Services, Medicaid programs, other social services programs. The individual will develop new business opportunities, advance opportunities through the business development and capture cycles, and position Cognosante for growth in target states. This role will develop and execute strategies and plans for opportunities/pursuits in states as assigned by the Chief Growth Officer and is accountable to successfully execute winning business development strategies. The successful candidate will have existing executive and senior management relationships in state organizations and with potential teaming partners.

Key Responsibilities

Client Relationship Management for 5 - 10 states

Identify leads and make initial customer contact, and coordinate the scheduling of management reviews to determine the viability of pursuing opportunities

Qualify, research, track and develop leads into viable business opportunities; develop business case for pursuing opportunities and forecasts potential revenue; participate in opportunity identification: bid decision to final submission

Participate and be a strong voice in evolving and executing Cognosante’s States growth strategies

Make clients aware of Cognosante capabilities

Provide subject matter expertise on states and with state contacts that can influence short and long-term revenue generation

Maintain ongoing executive relationships in states

Lead or support team with competitive intelligence analysis, teaming and solution (technical, management and price)

Understand risks and critical factors to ensure success in securing or winning business; identify contacts, prime teams and/or teaming partners

Oversee small and large proposal submission efforts for state solicitations and position Cognosante for competitive bidding; develop win themes, lead storyboards and identify competitive price to win strategy

Coordinate capture teams, and participate in pre-proposal review teams (Blue, Pink, Red and Gold Teams); familiarity with and ability to participate in all aspects of the proposal development process

Participate in corporate presentations, client vendor meetings and team initiatives; may act as expert during contract negotiation

Attend trade shows, conferences, to represent Cognosante solutions and expertise

Required Qualifications

Bachelor’s degree in Business or Technical field (Masters/MBA preferred) with 10 years related experience

The successful candidate will have a minimum of 7-12 years of States Medicaid and/or social services business development experience with significant understanding of the States’ health and social services agencies

A demonstrated history of winning new competitive acquisitions is required, as is knowledge of current marketing and sales practices in the market

Candidates that do not meet the required qualifications will not be considered.

Preferred Qualifications

Demonstrated record of developing and implementing successful, comprehensive capability portfolio/line of business/campaign level business development plans implementing the Growth vision and strategy

Conduct analyses of market opportunities and performing a gap analysis between customer needs and current group offerings to identify potential future capabilities

Proven record of setting measurable objectives to achieve a strategic end to include identifying the ways and means for accomplishing those objectives

Ability to envision the interfaces, interdependencies, and activities between multiple programs and captures at a line of business and/or capability portfolio level

Expert-level knowledge of state health and human services programs and IT systems

Must be a team player and a consistent, dependable performer with an excellent work ethic, flexible “can-do” attitude, and a results-driven commitment to success

Must have a proven track record writing at a professional level and ability to produce successful proposals

Ability to participate and coach teams to present quality oral presentations during the procurement process
