Who we are and what we do:TennCare is Tennessee's managed care Medicaid program that provides health insurance coverage to certain groups of low-income individuals such as pregnant women, children, caretaker relatives of young children, older adults, and adults with physical disabilities. TennCare provides coverage for approximately 1.7 million Tennesseans and operates with an annual budget of approximately $14 billion. It is run by the Division of TennCare with oversight and some funding from the Centers for Medicare and Medicaid Services (CMS). TennCare's mission is to improve the lives of Tennesseans by providing high-quality cost-effective care. Job Overview:TennCare is committed to improving the quality of health care for its members while maximizing the value of every dollar spent. Since its founding, TennCare has been a leader in innovation through clinical care models and delivery system reform. Operationally, the TennCare Dental Team is responsible for leading the dental strategy and overseeing all operations of TennCare's dental benefits for all adult and child TennCare and CoverKids members. The Dental Team provides oversight of the contract with the Dental Benefits Manager (DBM) to ensure members receive high quality, cost-effective dental care. The Dental Team also ensures the dental program is in compliance with federal and state requirements. Additionally, the Dental Team works closely with other TennCare divisions to improve member access and utilization, and integrated whole-person health to achieve better oral and overall health outcomes for TennCare members. The TennCare Dental Team serves as an important liaison between external dental stakeholders and other agencies in support of efficient delivery of dental services for TennCare members. The Associate Dental Director, reporting directly to the TennCare's Chief Dental Officer (CDO), supports the Dental Team and plays an integral role in the success of the dental program. The Associate Dental Officer directly supports vital partnerships with the dental community and stakeholders and leads strategic clinical initiatives and quality improvement across the state. Key Responsibilities:Support and oversee oral health services provided to members by the contracted Dental Benefits Manager (DBM) through strong contract oversight. - Serve as a liaison with the DBM administrative and professional staff to ensure contract requirements and dental services are provided timely and efficiently to all members. - Support program implementation of TennCare and CoverKids Dental programs including dental fee schedule reviews, provider bonus strategies, and quality improvement projects - Support dental policy and data analysis to inform key strategic decisions opportunities for quality improvement across high impact areas affecting TennCare members' oral health - Review key DBM deliverables and performance metrics to monitor ongoing contract compliance and health outcomes - Support dental appeals cases and identify key trends for improved benefit design - Ensure TennCare dental programs comply with federal and state guidelines. Guide implementation and operations of high-priority TennCare dental initiatives that focus on increasing access to dental services. - Support the growth of the Patient Centered Dental Home strategy under guidance of CDO to increase member engagement and drive use of preventative services - Identify opportunities to partner with dentists and pediatricians to increase use of proven oral disease prevention measures such as fluoride varnish and dental sealants and minimally invasive caries management strategies such as SDF - Track and analyze key dental outcomes through data reporting and develop PDSA strategies to improve outcomes - Keep abreast of emerging scientific literature regarding new modalities and oral disease prevention; develop new initiatives for cost-effective, high-quality oral health diseases treatment Develop and amplify TennCare's dental strategy by engaging, communicating, and partnering with key external stakeholders. - Partner with TennCare CDO to foster front-line relationships with dental providers and deepen relationships with key oral health stakeholders locally, state-wide, and nationally - Participate in and guide workgroups focused on improved member access and oral health integration - Help analyze proposed legislation and testify at legislative committees as directed by CDO Partner with the Medical Office teams and other key TennCare divisions to implement strategic projects and provide dental subject matter expertise. - Support the Quality Improvement team on EPSDT and early childhood oral health services focused on increasing dental preventative service utilization - Monitor network adequacy, in conjunction with the Provider Services team, for all TennCare dental programs including EPSDT, CoverKids, adult, and IDD/LTSS dental networks. - Support TennCare Dental and LTSS operations to ensure dental services are provided through ECF CHOICES and IDD dental programs - Special projects as otherwise assigned by the Chief Dental Officer Minimum Qualifications:- Doctorate of Dentistry (DDS, DMD, or equivalent) from an accredited U.S. Dental School - Current or Eligible to hold a Tennessee Dental License - 3+ years in Clinical Dental Practice, including as a registered Medicaid provider - 1+ years in dental program management, public health dental director, or managed dental care Desirable qualifications: - Excellent interpersonal, oral, and written communication skills - Strong organizational, time management, analytical skills - Proficiency in Microsoft Office software including Word, Excel, and PowerPoint - Experience in health care delivery and administration at a state/federal health agency level - Experience or certifications in project management and/or quality improvement - Prior experience leading and managing teams and direct reports - Experience with population health or value-based payment reforms - Formal public health specialty training such as Diplomate of the American Board of Dental Public Health or Master of Public Health (MPH) Pursuant to the State of Tennessee's Workplace Discrimination and Harassment policy, the State is firmly committed to the principle of fair and equal employment opportunities for its citizens and strives to protect the rights and opportunities of all people to seek, obtain, and hold employment without being subjected to illegal discrimination and harassment in the workplace.
