state laws and regulations.Responsibilities:Has primary
responsibility for designing, developing and implementing external
recruitment and/or internal transfer programs to satisfy the
organizations total staffing requirements.Manages team of
recruiters; ensures recruiting team's competencies are continually
developed and recruiting targets are achieved.Implements the
overall talent acquisition solutions for the enterprise. Includes
the following: Determines the utilization of advertising agencies,
local career fairs, etc.; Oversees recruiting and staffing
operations, providing guidance on recruiting issues as they arise;
Provides organizational leadership by developing yearly business
plans, aligning resources, and executing results; Utilizes labor
market research to develop talent acquisition strategies key
business units.Develops and drives pipeline strategies in tandem
with enterprise-wide strategies including schools and other
community outreach programs.Understands the culture and
organizational strategy developing an Employment Value Proposition
to attract the right talent for the organization.Designs and
develops communications in support of recruiting and staffing
policy updates or changes and ensures adherence to these
policies.Identifies and executes leading edge diversity programs
which enable an inclusive culture.Partners with Hiring Managers and
HR to understand business needs and effectively source and deliver
talent necessary to achieve business outcomes.Establishes and
maintains metrics that measure staffing performance.This job

supervisor.Qualifications:Education and ExperienceBachelor's Degree
required in Human Resources, Business Administration or other
related field required. Master's degree preferred. Minimum of ten
years experience of full cycle, broad based exempt and non-exempt
level recruiting and a minimum of ten years managing a team of
recruiter professionals. Minimum five years leading a talent
acquisition function in an organization with greater than 25,000
employees. Experience with leading strategic vendor relationships.
Experience with developing/managing new hire assessment tools.
Experience with enterprise wide workforce planning; or equivalent
combination of education and experience.Certifications, Licenses,
and Other Special RequirementsProfessional HR Certification
(PHR/SPHR)Management/Decision MakingUses independent judgment to
establish community procedures and overall strategic direction.
Solves multifaceted problems that require understanding and
evaluation of impacts on the communities and/or major divisions of
the Company.Knowledge and SkillsPossesses extensive knowledge of
several multifaceted professional disciplines and maintains
extensive theoretical business and industry knowledge. Provides
overall leadership and direction to the communities and/or major
divisions of the Company. Extensive knowledge of personnel policy
and procedure and federal and state laws regarding employment
practice. Proven skills in interpersonal communications, diplomacy,
negotiating and leadership. Excellent program development skills
with strong creative abilities. Ability to think "out of the box".
Must have strong analytical, computer and organizational
